The use of the half range attacks is that they can hit moving opponents right away from a slight distance. This way you can easily cripple a warrior trying to sprint away before their sprint takes them too far from you.
Also, I did say that assassins are somewhat ranged, it's right in the quote.
This whole idea of making assassins ranged attackers just seems pointless to me. They aren't going to make such a large change in just a patch, and they specifically said that assassins and ritualists will not be in chapter 3 (or so I've heard). This idea is about as practical as giving ritualists the ability to wield cadavers to smack around enemies with them and thus making ritualists into melee attackers.
Just to add, the "assassins" depicted in GW are not Ninjas (ninjas being the ones who supposedly use shrioken), but are the result of an attempt to make a unique and interesting class intended for quick "silent" killing. Ninjas were NOT used for assassinations (as is most commonly believed) but instead for gathering information.
The assassins in GW are just that, assassins, people who assassinate. So apparently these assassins choose to only use daggers as their method of taking out a target, and would not use shrioken or any other thrown weapon.
For more on Ninjas and Hashshashin (orignal assassins) look it up, they are quite different.
